Most books that examine what is "new" in American foreign policy begin with the end of the Cold War and the emergence of a radically altered international system to which the US must respond. These books look at American foreign policy from the outside in. This collection of original essays turns the usual vantage point around and examines foreign policymaking in the US from the inside out. The contributors include W. Lance Bennett, I.M. Destler, Donald Hafner, Benjamin Page, Bert Rockman, David Rohde, William Schneider, and Robert Scigliano. Their chapters consider how changes in the partisan makeup of the Congress, the constitutional interpretation of war powers, the economic policymaking process, the increasingly pervasive international mass media, and our understanding of the role played by public opinion in foreign affairs are transforming the conduct of American foreign policy. The essays are thoroughly researched, well written, and include references to other chapters in the volume, producing an unusual degree of internal connection and coherence.
