Now that the word Democrat has become virtually synonymous with arrogant ineptitude and and the inevitable corruptions of entrenchment, everybody in the country will be eager to discover what sort of salvation our new leaders have in store for us. Will Contract with America be the equivalent of Mao's little red book? To be fair, even Republicans have not yet gone that far. They even concede that while "the vast majority of American people" agree with the ideas behind the contract there may be some disagreement over the details. Would they also be willing to concede that this "vast majority" hasn't but the vaguest idea what this contract really is? Well, if anyone wants to know, this little book spells out the contract (four pages), repeats this process in more detail, and for each subject rebuts the "myths" about the plan with "facts." Additional cheerleading and comments by Newt Gingrich fill out the volume. In reality, many will probably agree wholeheartedly with big chunks of the contract, and in some regions of the country this little book could become a hot item, at least for the next few months. This book explains the components of the Contract with America announced by Republican candidates for the House of Representatives on the steps of the Capitol September 27, 1994. The text and background of the Contract and elaboration of its ten areas of promised legislative action are included. Each chapter begins with a brief history of the issue, moves to detailed descriptions of proposed changes, and concludes with "Myths versus Facts," dialogues that focus on common criticisms of these proposals. The discussions of a balanced budget amendment and of controlling crime also provide "Further Reading" lists. The names of all 367 signatories follow the main section along with questions and answers regarding how Congress can be expected to implement the Contract. The final piece is Newt Gingrich's November 11, 1994, address to the Washington Research Group in which he explains himself and his plans for acting on the Contract. Although it assumes some understanding of congressional and budgetary procedures, the book is a short, clear exposition of what will probably become a historically important document. All levels. R.
