This book addresses essential questions about the determinants and dynamics of the French political system over the long haul. Beyond 'French exceptionalism', this long term perspective allows for the mapping of key institutions of the Fifth Republic both in terms of their evolution and the complex interplay between institutions and politics.

This edited volume provides a judicious summing up of the condition of the current French political system a half century after its founding. It contains analyses by political scientists from both sides of the Atlantic--Brouard (Sciences Po Bordeaux) and Appleton and Mazur (both, Washington State Univ.). The book is divided into three parts, the first two focusing largely on institutions and patterns of decision making and the last, smaller part containing discussions of gender and race relations and the integration of immigrants. The individual chapters, all informed by an institutionalist orientation, take up themes commonly discussed in compendiums of this sort: the executive, the legislative, and the dominance of the former; the party system and its tendencies to fragmentation; the Constitutional Council and its multiple functions; center-periphery relations and aspects of decentralization; economic policy and the budgetary process; and a brief look at foreign policy. A notable exception is the chapter on the often-neglected subject of the armed forces and defense. A theme running through various contributions is the way in which France has evolved from Gaullism, statism, and Jacobin exceptionalism.
