The author says "yes" to the question posed in the subtitle, and presents evidence to support the hypothesis. He suggests that public policy acknowledge the trend he has identified and take such action as creating programs to encourage college students to have children at younger ages. For those people afflicted with genes that tend to make them drop out of school and have children early--thus passing on their genes at a quicker rate--he suggests creating programs that keep them in school and so delay childbearing. Comings directs the Tourette Syndrome Clinic and the medical genetics department at the City of Hope National Medical Center in California, and has written extensively about genetics.
